You could run MS-DOS 6.22 and Windows 3.11 even with just 16MB of memory
The challenge lies in locating authentic installation media for these users.
It's simple. Just search online for "ms-dos 6.22 disk image." It helped me. EDIT: I might even forward disk images via email if needed.
Ebay has listings for CDs/floppies with keys or just COA's. Like with later Windows, and many other software, CD is not same thing as activation key. There's list of accepted keys within install files (or something like that). So you could download installer from anywhere and then search Ebay for key. Older the OS, harder it is to get genuine keys.
It’s going to be tough to locate a key for Windows 98, 95, 3.11, or DOS, especially if it’s not a commonly used one. Before purchasing the CD, consider buying the floppy disks yourself—like the 22 floppy disks for Windows 95. Skip any anti-piracy concerns since you’ll be fine. You might even get a free key from Microsoft if you approach them politely. Don’t forget to remove your 28.8k modem, as it won’t work with those systems (possibly Windows 95). If it’s just for games, make things simple and download the files online; otherwise, you’ll face a lot of searching and there’s no guarantee you have a valid serial (OEM or original).
