No one has created a fridge or freezer for PCs since they would damage them. The buildup of moisture would quickly destroy anything powered on. Regular water cooling works just fine, and anyone doing heavy overclocking probably isn't planning to keep it long-term (like using LN2). You won't achieve extreme overclocks with the 212 EVO, but you can still overclock it, as I did with my FX-6300/FX-8350 about three years ago.
