I'm not sure how well the wraith stealth performs or what can be done with it, does anybody have any experience with it? I have a 3600 inbound but I had to pass on the cooler upgrade for now, so I'll be using the stock wraith stealth temporarily. Obviously I can't hardcore OC, but can I do anything at all? Is it possible to OC slightly without adding more voltage? If I do that what can I expect? Or would it be better to just lock the cores to their turbo frequency and call it a day?

Generally, you can reach almost maximum performance across all processors. However, it varies depending on temperatures since each CPU doesn't perform identically during use.

It's true, I'm unsure if I'll win the silicone lottery. This older 6700 works fine, but I was looking for something newer and more modern. Since this isn't the K version, I'm limited to the 3.4 GHz model, which usually tops out around 3.7 GHz. I really missed the performance boost from turbocharging it up. The 3600 caught my attention because of its great value and positive reviews—it felt like a solid deal. I spent $185 after taxes and enjoyed free shipping.

You can use the cooler to manage the temperature. Alternatively, you could increase the voltage to 1.5 and trigger an explosion.
