Another thought is why you’d need 3200 MHz RAM if it doesn’t come pre-built at that frequency, and why you’d have to boost it in BIOS? You could use 2133 MHz RAM and just change the setting to 3200 MHz. Or is the claimed speed the maximum overclock possible for the system?

The processor operates at 3200, just activate the appropriate configuration. If you purchased 2133MHz RAM, you may be able to overclock it, though reaching 3200 will not be possible.
