I faced a comparable problem with a dead PSU. Often I would power on the machine and cycle it several times to get it running. After replacing the PSU, there were no further issues. Started with another PSU and progressed from there. For modular PSUs, make sure your cables are correctly connected to provide power. If a second PSU test is problematic, it might point to a motherboard issue or a short circuit. Sometimes, if the motherboard is forced into the case too tightly, it can cause a current path through the metal casing, leading to a failure. This was an issue I encountered back in 2009. Loosening the screws and confirming no direct contact between the motherboard's silicon and the PC case resolved the problem.
