Running Windows 7 Professional 64-bit. He needs to play GTA5 smoothly above 40 FPS regardless of settings.

It should run smoothly at 30 frames per second when using anti-aliasing and Vsync disabled.

Focus on the lower settings, unless otherwise, this video will help you edit. I’ve had my own experience with a loud pop during fast driving due to the 800MHz DDR2 memory.
