Yes, while you can get away with not formatting you OS, it is possible that you will get a BSOD on boot.

There are possible solutions such as removing the motherboard/CPU drivers and using advanced commands in the command prompt that Microsoft avoids. I’m not entirely sure how it works.

It's strongly suggested but not mandatory. Switching from an AMD chipset to an Intel one usually means you'll need to reinstall the operating system.
