Use the nvec encoder for the 1650 super. It performs similarly to x264 (imo) with minimal slowdowns.

It should be fine. Feel free to adjust the encoding options and see if performance improves. Either use 3600 for processing or rely on your GPU's NVENC encoder.

I don't know any platform that supports 480p at 60fps. Your 1650 Super setup with NVENC works well—streaming at 720p60 is fine, and 1080p is possible if bandwidth allows. If you're on YouTube, aim for 1440p even if you upscale from 1080p.
