I’m not sure about the differences between motherboards with the same socket, so I’m uncertain if your board supports PBO. If it does, here are some steps you can follow to enable PBO for your 5700X.

Determine if it's a B550M Pro4 or B550M Pro SE by checking the BIOS setup. For the Pro4, enter the BIOS via F2 or Del on the screen, then navigate to advanced settings, AMD Overclocking, and enable PBO. The SE model is likely similar but lacks a manual I can locate.

All AM4 boards and BIOS versions generally support PBO, with a few limited OEM models possibly having issues.

I've never seen a B-series or X-series board that wasn't built for the newer models, though most of my experience is with AM4 chips from B450 onward. An Asrock B550 is a fairly recent design, so it should work, but as mentioned before, you might need to enable it in BIOS first. The performance gain varies a lot depending on other factors like VRM and cooling. Ryzen Master helps you understand the optimal settings.
