However, using two CPUs with just two cores each and no hyperthreading would not be recognized by Windows, which would treat it as four threads. I’m not sure how to handle systems with more than one CPU at the moment.

It was identified as having two distinct processors. This might mean the games aren't using the second one effectively.

He actually has two Xeon 5160 chips on one motherboard, each with dual-core processors. Most games don’t notice more than one CPU, so the system acts like it has just one dual-core processor. If any games are aware of systems with multiple CPUs, they’d likely come from a developer much more focused on PCs than Ubisoft. SLI support is pretty rare and sometimes even absent.

I already have a dual-core processor, and getting another would cost around 20 dollars, which brings the price up to about 700. That would require switching to a quad-core model.

Are you sure? A brief search on eBay for "LGA771 Quad" showed X5450s for around $50. That’s a bit under $700. Perhaps aim for eight cores instead. There are many affordable 771 quads available on eBay.
