In reality, the free upgrade offer ended. However, I believe Microsoft isn’t concerned. They’re pushing for you to switch to Windows 10.

You can directly install Windows 10 using the Windows 8.1 key, without needing an upgrade. I installed Windows 10 with a Windows 7 key recently, so I believe it should still function.

There are options available. Perhaps they’ll handle it for free if you mention @M.Yurizaki. Another method exists when you enable accessibility features.
