It's quite simple. I removed Cortana from my system using Classic Shell to bring back the old Windows search bar. Just open Task Manager, right-click on Cortana, choose "Open File Location," and it should take you there. The main challenge is closing the process—this usually takes 2 to 3 seconds before Windows restarts. After that, rename the folder; I often append a dot at the end. If I ever want to turn it back on, just delete the dot. Cortana can't be deleted, but this trick makes Windows think it's still there while actually disabling it.
