Not entirely certain. If Windows 8 was pre-installed, it's likely an OEM license that can't be transferred. Upgrading to Windows 10 gives you a digital entitlement, but it's unclear if the OEM component remains valid. You may need to contact Microsoft to have Windows activated on new hardware. They might agree or give a hesitant response.
