I own a Strix RX 470 with 4GB RAM and a 6-pin PCIe port. I saw a video about overclocking this card in another language with English subtitles. Someone suggested I should go up to +50%, but they said the best I can do is +25%. Is that correct? What’s the safe voltage limit for a 6-pin chipset if I want to overclock and undervolt slightly? Thanks to anyone who can help.

For the cables or connectors of a 6-pin power connector, they can easily handle at least twice the 75W PCIe capacity without risk. You won't typically draw more than 50% extra unless you're pushing the system to extreme overclocking levels. Reducing voltage might even lower the power consumption.
