Ensure your setup meets minimum requirements for smooth performance—at least a Haswell Core i3 processor, 6GB RAM, and a stronger GPU.

It seems the video quality is around 720p, which might be lower than expected if you're trying to optimize it. Despite that, I've managed a solid frame rate and it still looks better than older consoles. Probably not the best spot to share this content.

No indication of his ability to reduce quality, supports 1024x768 at low levels, likely

i think you don't realise how weak the GT630 GPU really is...even at such low res. here is the GT640 GPU (cant find GT630...) compared to even a GTX 660 which is the ''recommended but will run like poop'' GPU: http://www.anandtech.com/bench/product/1039?vs=1132 (keep in mind, his GPU is even weaker than that GT640) If the game ever manage to launch on his slow dual core pentium chip, it will be a slideshow regardless of the in game settings and resolution.

I believe the GT630 is the top GPU I've used, especially after running Metro Light to Med Settings and GTA IV.

If your GT630 is powerful, your CPU won’t handle the game well—definitely not at all. Even at 70% load on my upgraded 4.3GHz Core i7-4770K quad-core, the older dual-core unit can’t keep up.

The GT 630 was quite sluggish. It was the very first GPU I owned, and it struggled to handle Far Cry 2 at the highest setting of 720p.

It's time to upgrade your system. Your CPU, motherboard, and GPU could use a refresh. You might also be able to recycle RAM and other components if you're on a budget.
