I checked a few backup partitions and saw the file in question. It’s a 3.12GB file named 18362.30.190401-1528.19h1_release_svc_refresh_CLIENTCONSUMER_RET_x64FRE_en-gb.esd. Is it safe to remove it?

Based on a rapid online search, it seems to be an update pack for Windows 10. If you're able to remove it, it's likely unnecessary; if not, it might still be useful. I suspect the latter.

Suggest the next steps:
1. Navigate to control panel → add/remove programs → remove Windows 10 update assistant
2. Open start → press Enter → select cleanmgr → run as admin → choose drive C: → confirm cleanup of Windows updates → dismiss all options
