I had a stronger CPU but a weaker GPU, which limited me to around 30 frames per second at 1080p on low settings.

It seems GTA V runs very smoothly on a standard HD 530, even at lower resolutions like 720p.

It would work fine enough, though it wouldn't reach full capacity. For modding, you might find several options, but not around thirty. If you own the original Skyrim, skip the special edition. The main reason for its release seems to be making it available on Xbox One and PS4. From what I see in the images, the lighting has been updated and the water looks improved.
