A few settings that consume a lot of frames are: Hairworks (clearly). Turn off all three sliders related to hairworks. Foliage Visibility. Lower it to medium. Shadows. This is particularly challenging in big cities during twilight or sunrise. Opt for medium. Ambient Occlusion. A secret FPS drainer. Disabling it entirely should bring you close to or at 60 FPS. EDIT:

I can handle it at 60fps medium-high using a 970 and i5 4460. Performance is slightly affected in tight spaces.

Absolutely, it can definitely work. Overclocked settings are risky, but you won’t end up with that toxic substance. Just keep it medium to high—like using low FPS for smoother gameplay and better graphics. Just fine-tune the settings, and you’ll do great.
