The CPU might restrict your performance, the basic spec needed is an Intel i5-2500K and you're unsure if it will run smoothly on a dual-core setup. I suggest going with an i5 4460 or at least a Haswell i3. The i5 is still a solid choice.

The GPU should handle the game well (my R9 290 works fine), but I'm not certain about the CPU performance.

Consider testing it again, issue a refund if it fails. However, 60 frames per second seems unrealistic given the processor.
