I understand, but it's not identical. I have around 30 games and I need to complete 15 of them. I'm planning to copy 15 and download another 15 so both can be done simultaneously.

However, copying will be quicker. No internet connection is required since it might occasionally disconnect, and the copying rate is significantly higher than the download rate. Simply choose all the game folders and drag them in.

You can try installing your game library from multiple Steam locations. I’m not certain of the exact details now, but there was a mod for Portal 2 that needed similar workarounds to run with a regular version.
