Imagine a setup where Windows 8.1 runs on an HDD while someone tries to dual boot with Windows 7 from an SSD. You’d likely need both operating systems on the same drive to choose which one to boot from, unless special tools allow switching between them.

Without a boot loader, you'd have to pick the right physical drive each time as a boot choice. That means you can indeed run different operating systems on separate drives.

One of the devices here uses a tailored boot loader, possibly Clover, which lets us start from XP through Vista to 7 by selecting the desired option at boot.

Windows installation should recognize other Windows versions and generate a boot menu. If not, configure it in the msconfig panel.
