You can start the system and configure it without using the GPU cooling fans. Just install the EK water block and skip the coolant flow through the cooling system. After booting, you can run Windows 8 and then shut it down.

I wouldn't go that way... But you can simply use the stock cooler that comes with your CPU to configure and test the system, which you should already be doing. Avoid wasting effort just in case a component fails.

Observed it's a CPU without an integrated graphics card or standard cooling solution. Disappointing that the build needs a Corsair RM.

Having an empty water cooling block is just like running it without anything. It will overheat and probably stop working before you see the POST screen.
