Graphics upgrades are usually acceptable, but be cautious with VAC or similar automated systems. Any changes to the original game files can potentially result in a ban.

If deveploper has approved modding then no. However, some games allow mods to offer extra assistance in multiplayer, which can resemble cheating and lead to bans. On mp games there are numerous other factors that may cause bans, making it hard to pinpoint the exact reason.
