Turn off the PSU. Activate the power button or bridge front panel header. Remove connection from the PSU. Proceed with building.

It's not connected to any power source, so you'll need to use the traditional screwdriver technique.

No solid reason to restart it after it's off, because bleed resistors have existed since the 90s

That should be good enough, yeah. It's not super important, but I typically do it anyway just to be safe. No such thing as too much caution when dealing with this stuff.
