Yep. With the program installed, just tell Cortana to launch it. For instance, I said "Hey Cortana, open Adobe Media Encoder" while working on an After Effects project and preparing a render.

Refer to her for launching any applications. I often ask her to play tracks by specific musicians or collections from my OneDrive without opening a music player. She can also pause or stop the music as needed.
