I possess a game optimized for 155 FPS, yet my refresh rate reaches its limit at 144. Enabling VSync reduces it to 60 FPS, causing stutter and screen tearing above 150. Adaptive sync is active. There seems to be no option to globally cap FPS at 144 or specifically adjust it per game. The card is a Vega 64 with Radeon drivers from December 2020.

Consider placing caps within the game itself. Look for your game and check if it includes an in-game limit. If not, a built-in cap is likely present. If you're using NVIDIA, there might be differences with AMD. Also, Vsync should match the monitor's refresh rate, such as 144fps.

The game Mudrunner has minimal settings options. To adjust basic configurations you need a mod tool. There’s really no built-in way to set a frame limit, and it likely relies on the engine’s VSync setting around 60 FPS because it’s a console ported to Windows.

I'm not familiar with AMD drivers, but you can definitely use Rivatuner Statistics Server. It can be installed alongside MSI Afterburner.

External tools could help, but they usually slow down the system more than built-in features. Installing it directly in-game is preferable, followed by adjusting drivers, then using apps—only consider apps if nothing else works.

Well, it really varies. I've been using AMD graphics for over ten years, and some games kept having tearing problems. That was fixed only with RTSS. VSync actually makes the input lag worse compared to other frame rate limits.

I searched online and learned that AMD offers frame limiters through something called Radeon Chill. You can also try anti-lag, which lowers your FPS slightly but reduces latency so you get both benefits.
