You can! Just visit your library, locate the button labeled "add a non-steam game to my library," and BF4 will open via Origin. It will also appear in your Steam library.

Find the shortcut for bf4, right-click it, then choose open file location. Locate the executable named bf4, and in Steam, add it to your library. Select the bf4 file, and you're finished.

Adding Origin as a non-steam title and then opening BF4 will let you access the Steam Overlay smoothly. @ Blueprint So yes, you can follow what I mentioned earlier.
