Considering whether to discard the riser cable or not. It hasn't been tested for performance. Bending the pins back seems possible, but the person who provided it likely removed it forcefully with their GPU.

Unless you're a skilled technician working on tiny components and really want to spend around fifteen dollars for a new socket, it's best to skip it. You also can't be sure the fix will hold up.

It's not something a typical soldering iron can handle, at least I don't believe so. Those connections are quite packed. It's probably possible to join one of them. Just note the riser could still function well for PCIe 1x up to around 8 cards.
