Waydroid seems to be a solid choice.

I would recommend checking Genymotion’s website. It’s free but needs registration, and it simulates Android along with your selected phone—either pre-set or custom. For Android development, this is likely the best option for testing APK apps on Linux. Alternatively, BlissOS offers a Windows version that works without root and supports X86 CPUs via Google Apps. You can also run Android on a PC or in a fully transparent virtual machine if preferred.

You can execute Android-x86 within a KVM or VM environment. With a modest GPU such as a low-end RX card, performance will be excellent.

It's a laptop running a 2-core Celeron, unfortunately.
