The Ryzen stock coolers perform better than expected for their size. They manage stock speeds well, and I even boosted my 3600 to 100MHz. For a 65W chip like the 3700X, I wouldn’t push it further unless you can afford a better cooler. If budget is tight, this option is solid.

I’d pick the stock cooler since it was recommended by AMD to fulfill the requirement... Are there alternatives worth considering? Yes, but I believe reducing the price by 10 cents won’t unlock any new benefits beyond what’s already available—once the 3700x is installed, it’s pretty much set for its intended use.

The Wraith Prism cooler included with the 3700x performs well. Just keep in mind to adjust the fan curve settings, as the steady changes can sometimes be bothersome.
