I'm testing the Cinebench R23 Multicore test and it recorded one intense spike reaching 94°C before dropping to 63°C afterward. This performance feels unusually good for an NH-D15s running on 13th generation chips, so I suspect there might be an issue or I'm misinterpreting the data.

I don't have a cinabench score. Could you clarify what you mean by that term?

It's a small adjustment, isn't it? The minimum test duration should be at least 10 seconds.

This performance is extremely low for a 13700K if the E Cores were turned off. You should expect around 30K instead. The 13th generation still runs cool despite high power draw, but at your reported score it’s likely hitting limits and throttling. What board are you using?

I don't want you to try another round unless you meet the required test time; the score looks weak. Which power plan are you using? Were hyperthreading, e-cores, or Intel Turbo Boost turned off in your BIOS?

I don't have access to your system details. Could you clarify which version of Windows you're using?

It looks like you're questioning the timing adjustments. You mentioned they disappeared in the 12th or 13th generation, so you might want to check your power limits settings just in case.

Consensus reached, this suggests a power cap issue. Expected score near 30.5k on the 10m loop, reaching 90c with a 360mm contact frame.
