while playing games my CPU load rarely exceeds 90-92% as shown in Task Manager, but MSI reports it reaching 100% during burner benchmarks. This inconsistency is puzzling. Could there be something wrong with the setup or data? Your specs are clear: Intel E8400, 3GHz, 2x4GB DDR3, GPU GT710 at 800MHz, and 8GB RAM.

The task manager isn't displaying correctly. With an E8400, you're likely running software from around 15 years ago—your CPU is quite old!

It doesn't go past around 80, that's the highest it can reach. I'm still trying to understand.

Run a small FFT on prime95 and check if performance reaches its limit. If unsure, use HWiNFO to track power usage and CPU temperature during the test. Determine if you're limited by power or heat, or both.

ok ill do that rn but for now heres the readings of gpuz, it did reach 100 but it settled down a bit after loading in

you need fewer CPU resources, not more. Lower usage is better, not worse. Particularly important for a Windows XP system that's around 15 years old.

But I'm worried about the CPU overheating. If it isn't cooled properly, it might struggle, but if it is cooled well, it should perform its best.

You're right about the performance difference. An e8400 uncapped would run much slower compared to modern entry-level or even free phones today. Even with 80% usage, it's likely near full capacity on an older rig. The lack of compatibility or optimization for that old CPU is surprising, especially given how much you'd expect it to work.
