I’d attempt to boost the resolution using DSR and check the outcomes.
There might be a problem where your hardware stays active because of V-Sync.

Checked all settings thoroughly. Playing Witcher 3 repeatedly on my 1080 has kept frames steady at 88 or higher. Tried increasing temperatures but nothing changed. Seems the issue isn’t performance loss—it’s about stability.

DSR appears quite poor quality, with unclear text that's hard to read. It seems I might be overly sensitive to frame rate drops and timing issues.
