It might not function properly because the game was designed for older systems like Windows 10, and newer versions may not support it. The Steam edition of TES IV Oblivion also appears to work on compatible platforms.

I think Fallout 3 was probably designed for XP achievements and hasn’t been adjusted for modern platforms. It doesn’t run smoothly on Windows 10, which is why it’s not functioning properly.

I own the Oblivion GOTY edition on Steam and it functions well on Windows 10. It was a few months ago when I started using it. I believe I didn’t encounter any difficulties. If you possess the original disc version and are facing issues with it on Windows 10, you might want to check for any available updates.

Steam works, though some adjustments are needed (likely disabling or installing GamesForWindows). The GOG version functions smoothly without changes. Please note that the reviewer mentioned this issue and included the solution at the end for clarity.

I’ve tried FallOut 3 on both Windows 7 and Windows 10 without any issues. The same applies to Oblivion. It previously needed Games for Windows Live, but I believe they actually eliminated that part a few months back.

It functions properly. As mentioned before, Games for Windows Live has been taken away a few months back, which means there are no issues now.

Get the GOG edition. I own the Steam install too, but it caused problems. I also have Fallout 3 available there.

Fallout 3 was released in 2008. WinXP existed earlier, but I’m not sure of its exact release date. The two editions you mentioned—FO3 GOTY Edition and Oblivion GOTY Edition—were both available on Steam over a decade ago, which is impressive considering the technology at the time. Both versions functioned smoothly, allowing me to launch and play new games without any problems.

I've been updated—XP was still available even after Vista's release.
