Use the media creation software to generate a flash drive. After completion, remove the device from the network and execute setup.exe from the drive.

There are many reasons updates might not work. You need to examine error codes and logs to identify the problems. Nobody else knows precisely what you did on your system that caused the issue. Right now, what you see is a fresh installation of the system using the newest Windows 10 version (1903).

It's been happening on the latest systems, including recent CPUs and GPUs, with the BIOS current. It depends on the person doing the check, but I believe their compatibility test is unnecessary—if you reinstall from 1903, you'd avoid being marked as incompatible.
