The highest clock rate one core can reach during specific tasks at default settings. Running all cores to that frequency would be seen as an overclock.

Intel provides accurate readings on paper, but turbo boost represents the highest possible speed a CPU can reach under specific settings (temperature, workload, power use). Running all cores at 4.8ghz would exceed normal operation and constitute overclocking.

Anything better than what your CPU does from factory is. Its not entirely limited to frequencies (thanks to intel).
