It's an ARM-powered processor, which doesn't fit standard X86 systems. Likely many tests exist in the OS to identify such hardware incompatibility.

It's similar to wondering if you could bypass fueling your vehicle and connect it directly to an electrical outlet. The engine won't operate that way.

The old development kits worked with x86 processors but required a connected development console for output. You'd build on your computer and then move it to the console. I've witnessed one of these setups functioning at a past press conference. It's unlikely you could operate it directly from the PC. Another factor is timing; many systems depend on the CPU's speed as a fixed value. In earlier games, faster CPUs sometimes caused crashes or made the game unresponsive. The same applies to other programs—consider using turbo or slowing down for stability.
