Indicates your CPU's IMC is poor or the RAM isn't of high quality. My 3600 MHz RAM also won't boot at 3600 MHz; it needs to run at 3200 MHz or less. On my X570 Aorus Master with a 3800 MHz, it seems it doesn't work regardless of adjustments. Even increasing voltage to 1.45V won't fix it. This is one of the few issues I've noticed on Ryzen boards—memory that fails at XMP settings usually doesn't boot properly, no matter what you try.

You can execute it at XMP, but adjust the speed to 3200 MHz manually for better timing precision. As long as it runs stably and boots correctly, it should work fine.
