I considered purchasing the MSI MPG Z390 motherboard. It features an 8+4-pin CPU power connector. I wondered whether using just the 8-pin connection would provide sufficient power, or if a PSU compatible with that connector type would be necessary.

Only an 8-pin is required. The additional 4-pin is reserved for heavy overclocking. With a standard water/air cooler, this setup won’t deliver more than 384W, and even with better cables you won’t exceed that range anytime soon as a casual user.
