With two PCs, you can connect the first one to a VPN using PC A, then use PC B to get its assigned VPN IP with a SOCKS5 proxy. Both systems run Windows 10. Yes, it’s feasible.

To simply share the VPN, use a shared connection and pass your link to another network.

I prefer not to use a VPN since it would redirect all traffic to its IP address. I just need a proxy for certain applications.
