It's unclear whether Windows is fast or slow. W10 and W7 seem quite similar in performance. Benchmarks usually suggest W10 is comparable or better than W7. The main factors affecting speed are using an SSD instead of a HDD and the software you run. Windows 7 no longer receives updates, drivers can become outdated, and some applications may not work well with it. Many programs are actually more efficient on Windows 10 as well.

There is no identical method or accepted approach. A 64-bit version of Windows 10 performs well on a Pentium G4400 with 4GB RAM for office tasks, and it should function smoothly on an i5 processor.
