It's a bit worrying, but laptops usually handle moderate loads well. At 13% load, you're seeing normal performance. Check the Task Manager to see how many threads are active and what they're doing.

Assuming full core load could be possible, but it doesn’t seem too extreme. I’d bring the laptop back since such high temperatures aren’t typical. If it’s specific to this model, I’d consider a refund. There’s clearly an issue with the cooling system.
