What kind of drive is it?
It seems to be an HDD, which isn’t great. An SSD would probably work fine.

The laptop is in a powered off state — no issue.
Sleep mode is fine after a short time if you have an HDD; otherwise, it's okay with an SSD.
Running fully powered on is not advised if you have an HDD; solid state drives are fine but not recommended.

Without spinning drives, it seems unlikely to encounter any issues.
This method has been used for laptops even when they first appeared.

External compression straps must be used with any pack you employ for running commuting, whether or not you have a laptop. ... Your pack could be very tight against your body, which is fine, but if there is room inside that isn’t occupied, the items may shift around.
