It's not possible to exceed the locked 44x or 100 MHz bus speed limits.

Officially, it's not possible. But some boards support base clock overclocking, reaching up to 100MHz. I'm not sure if yours qualifies—you might want to test it yourself. Base clock overclocking isn't advised for regular use unless you're experienced, as it affects the whole motherboard. You could also run into problems with PCIe devices or other parts.

The multiplier for the 12400F is limited to 40x and cannot exceed that. Going above 100MHz is feasible, though it demands a motherboard with an external clock generator—rare and not available on the B760M-E. Therefore, overclocking the CPU isn't possible with this configuration.

I learned that 103MHz is achievable, though my board doesn’t list it as an available option.

Technically feasible on Z-series boards, however B-series boards lacking external clock generators won't provide the BIOS feature. It doesn't really matter much, as a 3% overclock won't be perceptible.

No one has attempted to install an external clock generator on a B board.

You're referring to adding it on a board without one, right? That would require updating the BIOS and likely modifying the BIOS source if you lack the code. Some B-series boards include it, mainly the B660-F Strix and B760M PG Riptide, especially those sold outside Asia.
