Are you considering using Windows 7 on a Mac Plus or installing an older macOS version on a PC? If you're mainly interested in running old software, an emulator might be a good option. It's feasible to run 7 on an Apple device using the built-in Bootcamp feature. Installing OSX on non-Apple hardware violates their End User License Agreement, so it's not covered here. For more details, see the relevant guide:
