Many users report that Minecraft becomes tougher when you increase the settings. You tried high settings with continuum at ultra, bump mapping, large textures, and 1440p resolution. With your setup—i5 4690k, 16GB RAM, GTX 1070—you're seeing around 30 FPS, which is actually quite low for that configuration. It’s possible the performance isn’t matching the hardware capabilities, or you might need more powerful components.

It seems you might want to increase the available memory for this task, as it appears to restrict the amount of RAM it can utilize by default.

The distance rendered at 32 is quite low, which significantly affects frame rate. At that setting, I was still maintaining around 60 frames per second.

Maybe VSync is malfunctioning; try disabling it to observe the outcome.

I might be mistaken, but Minecraft runs as a Java program, so it usually relies only on your CPU. Sometimes you need to adjust settings in the NVIDIA control panel—add it to the programs list and set it to use a high-performance processor. This should let it utilize the GPU if available, boosting performance significantly, though I can't confirm this is the problem.

By default Minecraft allocates just 1GB of RAM, but you can increase it to 4GB for smoother performance with 512x512 packs.

At full resolution with maximum settings, a 4690k frame rate isn't possible—it would require VSync or RAM.
