Inexplorer.exe refers to Internet Explorer. Edit: I mistakenly opened it with a .exe file. Wouldn't it be better to install Chrome or another browser instead? I wouldn't rely on third-party options beyond Opera or Firefox. Second edit: This is intended only for transferring music and similar tasks? Consider using iTunes.

I tried it, and it was completely terrible. What I ended up creating was an FTP server on my iPod Touch.

You likely needed to bypass restrictions to accomplish that.

I got jailbroken around week three of using my iPod. The app was really difficult to set up—it only worked sporadically, would crash unexpectedly, and left behind a lot of junk after uninstalling. I edited this note later because I haven’t touched an Apple device in years, except for updating the family iPad and doing an FTP dump to retrieve old data from my iPod, which made me sad.
