I believe most details about it will come from speculation right now because the game hasn't launched yet. Still, I think it's reasonable to expect mods will eventually appear.

It's likely there will be modifications similar to GTA IV. Initially, the game didn't have any mods, but after a while, a lot of them appeared.

Yes, it works on PC. Even without official support, there are people who put in a lot of effort creating mods. GTA V has a big community, which means there will likely be interest in modifications.
