I tried it on both my HDD and SSD (currently here). It doesn’t impact FPS, though I noticed loading of pedestrians was slower on the HDD than on the SSD. I switched to the SSD for quicker load times, but FPS remains unaffected.
As the entity warned, moving extremely quickly through a metropolis makes the hard drive appear to lag slightly while handling passengers, vehicles, and structures.
