Yes, you can customize the audio effects in CS:GO to match Overwatch's sounds. For making a sound when hitting someone, adjust the weapon's sound settings or use mods that add impact noises. To get a different sound when you kill someone instead of a pop-up, modify the game's audio profiles or install custom voice packs that replace the default death sound.

In CSGO, there aren't many options beyond tweaking your HUD. The game itself doesn't offer much flexibility beyond that.

Offline matchmaking doesn’t cover this feature, but some custom servers and 1v1 games include a small sound effect when you hit an opponent. It might be bothersome.

Imagine altering the audio in CS:GO to the same level as in L4D2—this would become the ultimate meme.

You're not allowed to do that. Only a few cheat codes work, but they're just cheats. Most P2C games don't include them, though some private ones might. I tried one before and it gave me a few extra hitmarker sounds.
